Some ideas on how to milk the $3.6 billion Wage Credit Scheme (WCS):This is predicated on a few assumptions :a. That you have workers earning $4000 and below b. That you are willing to fire employees c. That you are willing to raise salaries d. That you are willing to hire new employees e. That you understand contractual obligations Imagine you have an employee at executive level, drawing a pay at the cap of $4000. You decide to fire this executive even though he is contributing to your organization. The vacancy is now left to be filled by either a younger person or an equally experienced person. (You can equally hire a younger executive while retaining the experienced one for transfer of skills and knowledge). In order to take advantage of the WCS, you will have to hire a younger person with relatively low experience and who will command a lower pay. If his performance is good, you promise a pay rise after a year (subsidised by WCS). If you wish to retain the original executive while still taking advantage of WCS, you can terminate his present contract and rehire him under a cheaper contract, with pay raises (and ang pows to match his status quo) promised at a later date. So really, the devil is in the details.

Singapore needs 900,000 foreign workers on two-year work permits
Levies & quotas for hiring Foreign Workers:-- MOM will continue to tighten eligibility for Q1 pass holders.
- Minimum S Pass qualifying monthly salary will be increased from $2k to $2.2k from 1 July 2013.
- Dependency ratio ceilings will be cut. DRC in services will be cut from 45 per cent to 40 per cent.
- In construction, levy rates for less skilled Work Permit Holders in Construction Sector will increase by $150 between Jul 2013 and Jul 2015.
- All foreign worker levies will be increased 2014 and 2015.
1. The Government announced hikes in foreign worker levies in 2010 and 2011. 2. These levies will be up by $150 to $330 per worker by July 2013. 3. The monthly levy for an S-Pass holder has gone up from $160 to $250 in 2012 and will go up to $650 by July 2015.Est. levies to be collected from S-Pass holders, alone:As at Dec 2012; 142,400 S-Pass holders X $250 per person; every month = $35,600,000. As at Jun 2014; 164,700 S-Pass holders X $450 per person; every month = $74,115,000. Note: S$450 per person is constant to show that +3,800 S-Pass holders (from 160,900 to 164,700, Dec 2013 to Jun 2014) = +S$1,710, 000 ($74,115,000 -$72,405,000) Foreign Workforce Numbers as at Jun 2014:
